Ceresole replies to the minister of defence

In the letter of July 19 to Pierre Ceresole the Swiss minister of Defence, Ruedi Minger, requested guarantees, that any kind of antimilitaristic propaganda should be avoided. Failing that, the ministry would not supply any materials. Ceresole answered him him a day later. The correspondence was in German. Here it is summarized in English.

Letter from Pierre Ceresole (La Chaux-de-Fonds) to Bundesrat Ruedi Minger (Bern), July 20 1932
[...] Wie ich Ihnen bereits im Verlaufe unserer Unterhaltung vom 30.Januar mitteilte, geben die Statuten des Internationalen Zivildienstes [IZD] Ziffer 2 Absatz b als dessen Ziel an:
"Über die von Menschenhand geschaffenen Grenzen und Schranken hinweg durch gegenseitige und gemeinsame Hilfe den neuen Geist unter den Völkern zu fördern, der schon den blossen Gedanken, mit bewaffneter Hand in ein anderes Land einzufallen zur moralischen Unmöglichkeit macht. Endziel ist der Ersatz des Militärdienstes durch den Zivildienst."
Ceresole refers to the SCI constitutions, which implies that solidarity and working together shall make armed conflicts impossible. The final aim is to replace military service by international volunteer service.

"In diesem Sinne - und nur in diesem Sinne -, in Übereinstimmung mit allen Menschen, die ihrem Vaterland und dem Vaterland der anderen die Schrecken des Krieges ersparen wollen, bleibt unser Dienst offizielle und praktisch allen Armeen feindlich und daher antimilitaristisch. Dieser Antimilitarismus - diese Gegnerschaft allen Armeen gegenüber ist sicherlich nicht derjenige, der in Ihrer Zuschrift gemeint ist. Es besteht jedoch zwischen ihm und der Dienstverweigerung ein stetiger Übergang und eine tiefe Beziehung."

Ceresole points out that the SCI is antimilitaristic by definition and is against all armies, not just the Swiss Army. Conscientious objection is therefore very close to the ideals of SCI.

Wir können daher nicht erklären, "dass es in Safien keinerlei antimilitaristische oder gegen die Armee Propaganda geben werde", ohne uns notwendigerweise und was wir auch tun würden, dem Vorwurf auszusetzen, dass wir unsere Verpflichtung nicht eingehalten haben. Die Erfahrung bestätigt reichlich diese Befürchtung.
Ceresole refuses to agree, that there would be no antimiltaristic propaganda in Safien.

Dagegen stehe ich nicht an - indem ich für die Freiwilligen die volle Freiheit der Meinungsäusserung vorbehalte - -, Ihnen im Namen unseres Komitees zu versichern, dass wir alles tun werden, damit der überzeugteste Anhänger der militärischen Einrichtung sich in unserer Dienst ebenso zu Hause fühlt wie die Gegner dieser Einrichtung.
Ceresole writes that volunteers have freedom of opinion, and points out that even a volunteer with strong convictions or who is committed to the army would be welcome.

[...] Zusammengefasst wir verpflichten uns, uns peinlich an den Geist der Statuten unserer Vereinigung zu halten und in diesem Geiste unter allem Umständen uns eines Benehmens zu befleissen, das ihre volle Zustimmung fände, falls Sie unter uns wären.
He reaffirms, that SCI will not,under any circumstances, change its position on alternative service as it would be against its constitution. But in the workcamp such a high degree of respect will be shown to everyone that even the Minister himsef would not be able to deny it.

Ich möchte Ihnen Vorschlagen, dass wir Ihren Brief sowie diese Antwort ständig im Hauptlokal der Freiwilligen anschlagen.
He proposes that the minister's letter along with his reply be posted up  in the main room of the workcamp in Safien.

Ich hoffe dass diese Versicherung Ihnen genügend erscheinen. In der Überzeugung, dass die Schaffung eines internationalen aufbauenden Dienstes einmal einen wichtigen Bestandteil der Landesverteidigung bilden könnte, wünschen wir ganz besonders, dass Sie unseren Dienst weiter unterstützten können.[...]
Ceresole ends this letter by saying that he is convinced, that SCI service will become an important part of the national defence and hopes that the army will support the workcamp.
The next day the minister replies as follows:

[...] Wir bestätigen Ihnen unser heutiges Telegramm, lautend "Material gewährt. Brief folgt."
The minister confirms by Telegram, that the material will be provided for the Safien service.

[...] Dieser Mitteilung haben wir folgendes hinzuzufügen: Obwohl Ihr Brief vom 20.Juli nicht restlos befriedigend, sind wir Ihnen für Ihre Offenheit dankbar. Wir haben uns daher entschlossen, noch einmal Ihrem Gesuch zu entsprechen. Wir werden uns indessen erlauben gemäss Ihrem Vorschlag laut Brief vom 20.Juli gestatten, von Zeit zu Zeit einen Beobachter nach Safien zu entsenden, um uns möglichst direkt über die Art des von Ihnen geleiteten Zivildienstes zu erkundigen.
He adds, that the ministry is not completly satisfied. But acknowledges Ceresole's sincerity. SCI's request for material is accepted, but the army will send observers from time to time in order to see the way the service is carried out.


Deeds or Words?
This short correspondences shows, that Ceresole was also a genius in writing and arguing with political adversaries. In the situation, where Minger forbids the SCI from making antimilitary propoganda in Safien, it would be pragmatic to look for a compromise, so that as the old SCI motto "Deeds not Words" goes the village get the most needed help.
But actually Ceresole did the contrary. His words leave no doubt, that SCI's aims are antimilitaristic and there is sympathy and support for conscientious objection. But he also mentioned, that SCI accepts volunteers of any political conviction or faith and that freedom of opinion and speech are be guaranteed. By this he was able to appease the minister in a diplomatic way without abandonding his principles.
Like many other things Ceresole did, it is an example of his life philosopy of being of being true to himself disliking ambivalence.
But it also shows that discussion and debates on political issues did take place in the first generation of SCI workcamps. There was much more than just "Deeds".
